Health Equity Impact Assessment (HEIA) is a practical tool for identifying and improving the health equity impacts of your initiatives. The Ontario government developed HEIA for more than just health organizations. If you create policies or deliver services that might have an impact on people’s health, HEIA is for you.
The HEIA Tool
The HEIA tool helps identify unintended potential health impacts of a policy, program or initiative on vulnerable or marginalized populations. By identifying these impacts, you can make recommendations or decisions that mitigate negative and maximize positive impacts.
The HEIA Workbook (PDF)
The HEIA Workbook provides general information on how to conduct a health equity impact assessment, use the following links to access the workbook and template for conducting your HEIA.
Once you have completed your HEIA, you can also complete an evaluation to assess the impact the tool has had.

About the site
The Health Equity Office at the Centre for Addiction and Mental Health (CAMH) created the HEIA website on Portico to support the use of Ontario’s Health Equity Impact Assessment (HEIA). The HEIA website can help you learn about the tool, gather advice and evidence for its use, and see how it’s being used in Ontario. You will find instructions, resources and case studies about HEIA as well as links to the HEIA Community of Interest, a forum for learning and sharing about the tool.
